resources can mean that more problems can be handled by the
personnel staff, and they can be handled more effectively. Further,
many little student problems never become .. big ones because,
through interaction with the personnel staff, the referral sources
become sensitive to student needs, and the student is often referred
to the personnel staff before the problem gets out of hand. And
there are always problems, problems in greater number than the
