Appraising the Effects of Innovations in Local Schools

A school may be thought of as a complex system—a series of interlocking components arranged to carry out processes which will ultimately produce learning as an outcome. While a school is not a carefully engineered system and bears little resemblance to a smoothly operating machine, it is a system nonetheless. As a system it has three specific characteristics which have been selected as the concerns of this chapter: (a) It has components which could be replaced by others that might be even better than those now being used; (b) the present components are so interconnected that changing one will result in changing the others; and (v) the processing route is so lengthy that a change in the system will have a delayed effect on the final outcome.
