Creating New Educational Communities: Implications for Policy

This volume contains accounts of school success and insights into the process of achieving success. Rather than simply viewing the finished photo, we are allowed to watch the process by which film becomes print. From a policy point of view, what is so striking about this montage is that it portrays not successful programs but successful schools: schools that succeed with poor and minority students. Striking because both these children and the schools that serve them struggle under the dual weight of social blight and inadequate resources. Striking because government policy has never sought good schools for poor children, only good programs. In fact, my own experience over the past fifteen years suggests that the schools described in this book and others like them succeed in spite of government policy rather than because of it. In this chapter I describe the current policy framework and analyze its effects and then I suggest an alternative approach.
