Performance in relation to established goals is of great import today in industry, government, the nonprofit world, and education. The press for better performance came sooner to elementary and secondary education but it has very definitely come to affect societal expectations of higher education in recent years. In 2006, higher education’s world was rocked by the first report of a federal commission on this sector in decades, A Test of Leadership (Spellings Commission, 2006), which criticized colleges and universities for among other things high costs, low graduation rates, and inability to demonstrate graduates’ learning. In a world of government budget imbalances–state as well as federal–stretching ahead as far as the eye can see, President Obama’s recent call for the United States to again lead the world in the production of college graduates by 2020 will call for a large ramp up in system performance.     WILLIAM ZUMETA is Professor of Public Affairs and Higher Education at the University of Washington, Senior Fellow at the National Center for Public Policy and Higher Education, and Fellow at the TIAA-CREF Institute. He is also President of the Association for the Study of Higher Education (ASHE). He is currently working, with co-authors, on a book on how to finance the President's goal of educating many more people to college degrees. He is also currently writing about other aspects of state higher education finance; developments in higher education accountability policies; the linkages between public policies and private higher education in the U.S. and elsewhere; and about empirical studies of the dimensions of quality in social science PhD programs.
