Title I Federal Evaluation: The First Five Years by Kathryn A. University of Massachusetts Kathryn A, Hecht received her doctorate in evaluation and research from the University of Massachusetts in September, 1972. This article is a revised version of a paper presented to the Symposium on Data Analysis of the 1970 Elementary Survey of Compensatory Education, at the Annual Meeting of the American Educational Research Association, Chicago, Illinois, April, 1972.
