In Beyond College for All:  Career Paths for the Forgotten Half, James Rosenbaum provides important insights into a complex web of information, actors, institutions, and social relationships that contribute to the dysfunction of the high school-to-work transition in America.  He starts by viewing the school-to-work process from several prominent theoretical vantages, including neoclassical economics, segmented labor markets, signaling and network theories.  This review is a useful contribution in itself because it offers a comparative application of competing economic and social theories of employment to an often overlooked process.  Finding these theories individually to be useful, although ultimately incomplete, Rosenbaum then presents his institutional linkages model that draws heavily from James Coleman’s work on social capital.  Specifically, Rosenbaum suggests that established, on-going social relationships between individuals or institutions can provide valuable signals that ensure the trustworthiness and relevance of information, properties that characterize many successful economic transactions.   One of the central problems of the American school-to-work transition, Rosenbaum argues, lies in the weak linkages among the relevant social institutions and their agents. ...
