JOSHUA H. BARNETT is the director of research and evaluation for the National Institute for Excellence in Teaching (NIET). His primary research focus is improving the quality of education for all students through reforming how teachers and principals are evaluated and how they are compensated. His additional interests include fiscal issues around equity, adequacy, and program evaluation. He has worked as a co-principal investigator on large-scale federal projects, as well as across districts and states to help construct educator evaluation systems and professional development programs. He has developed numerous program evaluations at the school, district, and state level. Before joining NIET, he worked at Arizona State University and was a Rotary Ambassadorial Scholar at Massey University in New Zealand. His work has been recognized by invitations to be a keynote speaker to a variety of audiences and present his work through numerous national conference presentations and publications, including: Ritter, G. In this article, teacher education researchers examine growing concerns about teacher education programs in America, as well as growing concerns about how to evaluate the programs and hold them internally and externally accountable for the quality of the teachers they graduate. Researchers describe a multi-university, statewide initiative that approached this work, and what one of the largest teacher education colleges in the nation, did to advance these examinations locally.

Included in this commentary is a discussion of three key challenges that need to be addressed when conducting large-scale, internal evaluations of teacher education programs, a progressively interesting undertaking as those on the inside are increasingly engaging in this empirical work and those on the outside are increasingly holding them accountable for doing so.

For decades, policymakers have promulgated legislation that requires schools to hire effective teachers in all classrooms. Simultaneously, the education research community has attempted to define what effective teachers do in the classroom. A decade ago, No Child Left Behind provided a framework for defining effective teachers as “highly qualified,” which required schools to ensure all of their teachers fit the new standard. This standard, however, is no longer appropriate, as continued evidence indicates that the relationship between credentials and achievement is tenuous. Therefore, policymakers and researchers need to revise the term “highly qualified,” and, by utilizing the advances in educational accountability over the previous decade, replace it with a term grounded in practice and directly connected to achievement and effectiveness.

Every year, it happens in mid-spring. Schools across the country feel the excitement and fervor of March Madness. As sports fans are experiencing the frills and thrills of watching their team march through NCAA tournament rounds, students, parents, teachers, and administrators in local school districts across the nation face a different sense of fervor—standardized tests. In the sports world, Cinderella storylines exist when a team performs above expectation. In the K–12 assessment world, no such opportunity exists. Perhaps educators and policy makers should look away from their respective brackets and consider how to reward their local schools and teachers, who experience their own uncelebrated Cinderella stories each year.
