ERICA FRANKENBERG (Ed.D., Harvard University, A.B., Dartmouth College) is an Assistant Professor in the Department of Education Policy Studies in the College of Education at the Pennsylvania State University. Her research interests focus on racial desegregation and inequality in K-12 schools, and the connections between school segregation and other metropolitan policies. Current research projects include studying suburban racial change, policy and politics of response to the Supreme Court’s decision about voluntary integration, and how school choice policies impact racial stratification. With Sarah Diem, she is involved in a study of how suburbanization affects diversity policies in countywide districts. Prior to joining the Penn State faculty, she was the Research and Policy Director for the Initiative on School Integration at the Civil Rights Project/Proyecto Derechos Civiles at UCLA. Recent book publications include Educational Delusions? Why Choice Can Deepen Inequality and How to Make it Fair (with Gary Orfield), The Resegregation of Suburban Schools: A Hidden Crisis in American Education (with Gary Orfield), Integrating schools in a changing society: New policies and legal options for a multiracial generation (with Elizabeth DeBray), and Lessons in Integration: Realizing the Promise of Racial Diversity in America’s Schools (with Gary Orfield). Her work has also been published in education policy journals, law reviews, housing journals, and practitioner publications.

This article explores the diversity policies and politics of two countywide school districts in the South experiencing enclave growth at a time of legal and political ambiguity: Jefferson County Public Schools and the Wake County Public Schools System. Both districts’ voluntary desegregation efforts have been highly publicized as they are increasingly being affected by changing demographics and local politics. In this article we seek to describe how demographic change influences public support for and implementation of the districts’ diversity policies. We also examine how political debates around diversity have shifted in response to the changing legal context and enclave formation in both districts.

Many schools are diverse, but it is unclear whether they will remain so or are in the process of racial transition and appear diverse for a short period of time. This research note examines the stability (or instability) of racially diverse schools over the period of a decade. In particular, it studies the characteristics of schools and districts that may relate to whether schools remain stably diverse or whether they are susceptible to rapid racial change. Using federal education data, this analysis finds that school and district characteristics such as size and racial composition provide different contexts which may differentially affect the stability of diverse schools. These patterns have important implications for schools, teachers, and the communities in which they are located.

Despite the current political climate, at a time of growing diversity and deepening inequality, more governmental action, not less, is needed to comprehensively address persisting segregation in schools and in our society. Federal guidance and financial support for integration have made a difference in the past, and the government itself shoulders some of the blame for continuing patterns of segregation. Government will be crucial to helping communities thoughtfully understand what options exist today, and to helping to bridge education and other related policies such as housing to find comprehensive solutions to our persisting racial and economic inequality.
