McDonaldization with no McDonalds

The earmarks of rationalization in pre-collegiate schooling in the US have indeed been increasingly realized-- efficiency, calculabilty, predictability, and control--as the enterprise has advanced from a matter of local scope to a matter of national scope. However, the belief that “standards, standardized achievement tests, and sanctions” are an adequate basis for national policy and for local operations has produced McDonaldization without any McDonalds. That is, the national Secretary of Education acts for the nation acts like a local Superintendent of Schools used to act in earlier eras. And “school” today is pretty much what it was in earlier eras. Or so it seems to me.
