|Not only are test publishers unaccountable in the el-hi enterprise, so also are test publishers, academicians, and all governmental authorities above the school site. The buck stops at the bottom with students, parents and teachers. |
There is psychometrically-sound methodology available to credit instructional accomplishments, but prevailing achievement testing theory and practice provides a fog that protects the unaccountables and maintains the status quo.
