New York: District #2 well New York in general

"Balanced reading" is another way of saying"whole language". It is not RBI (research-based instruction) but IS very weak in phonemic awareness which IS RBI and NCLB compliant Combined methods could work but a solid foundation in sound-to-letter relationship is absolutely imperative as the cornerstone of a successful reading program. One out of five children are dyslxic (see Sally Shaywitz'book: Overcoming Dyslexia)and they cannot decode without it There is an interesting timeline of events that begin in 1966 with the now infamous "Coleman Report". PS: New Yoek you are an awesome place and deserve so much more in the way of education!!!
