Balanced Literacy Policy

I am an urban education doctoral student currently doing research on the possible subtractive effects which the balanced literacy policy in New York City may have on students in our bilingual programs. Because of the amount of time needed for balanced literacy, there has been no time to teach Native Language Arts. As a result, speakers of other languages are being denied native language arts instruction, which research shows is essential to the learning of a second language. I am interested in finding out:
How bilingual teachers, in New York City, are/are not being affected by this policy.
