This country needs a strong federal institution committed to the development of skilled peace practitioners if we are to have a viable alternative to the increasing use of force in our time to deal with major human problems. The resources and mechanisms for establishing the National Peace Academy are available to this Congress, and the author urges that positive action be taken very soon.
