Assessing Supervising Teachers

I am developing a Clinical Educator Training program/workshop and I have been searching (in vain) for assessments for the Clinical Educator candidates. I was given the materials and handouts with no objectives and I am not the content expert. Rather, I am an Instructional Design graduate student.

It seems that there is little dispute regarding the positive impact that qualified supervising teachers can have on preservice/early career teachers....

How would you define "qualified supervising teachers"?
The qualifications I see repeatedly are that "they have taken some workshop, usually between 18 - 24 hours.
