I am very interested.
I agree totally with the role of an administrator in teacher achievement. The conditions have to be there. The focus has to be in making sure the right people are in those classrooms and that is all on the leader - Instructional Leader.
The district I was at just started a value added program and it was causing major headaches. I think we eventually moved so far away of considering what the teacher could actually control. There were also issues with the roles played by elective teachers in the success of students. Very complicated.
