Has any prior research been done in this area and, if so, by whom and how recently? What instruments and/or criteria have been/could be utilized to determine such costs? What additional criteria, such as size of the LEA's, geographic location, grade distributions of the LEA's, governing board size, etc., etc., were/should be considered? Lastly, were alternative governance structures for LEA's developed or recommended as a result of such studies? |
