Centralization or Decentralization

Protagonists of the American form of public school administration have traditionally held that decentralized systems make for educational adaptation. Kandel contrasts the centralized administrations of Germany, France, and certain British Dominions with the decentralized administrations of Great Britain and the United States, stating that the former group aims variously at conformity, solidarity, or efficiency, while the aim of educational administration in the latter countries is educational adaptation. Centralizing tendencies are customarily regarded with some apprehension, if not actual disfavor, by American educational administrators.
