Pluralism, including the political and cultural varieties, is a theory of the way a modern society works. It is also an ideal of the way a society ought to be organized, whether in fact it is or not.1 As descriptive theory, pluralism requires empirical verification, of the sort many social scientists have sought to provide in recent decades.2 Some have argued that within the modern industrial society that is pluralistic, tolerance reigns to a large extent. All points of view can be heard: the Ku Klux Klan and the American Civil Liberties Union; the white and the black; those pro- and those antinuclear, and so on. The uninformed opinion is treated with the same respect as the informed one. This toleration is justified by the argument that there is no single right answer, but only answers.
