New Studies in Education: A Citizenship Program for Elementary Schools

by Edith E. Beechel 1929

THIS study was made to determine what might reasonably be expected of the elementary school in offering some guiding principles and suggestions for developing a citizenship program. The burden of the study had to do with (a) What is a citizenship program? and, (b) What are the essential steps in its development? GENERAL METHOD The writer, as a member of the elementary school staff in the training school at Ohio University, spent three years working with her colleagues on the problem of changing the work of the school from the type which demands passivity on the part of the children to the type which involves their active participation, and the assumption of more and more responsibility for the success of the school work. An additional year of study was devoted to making a critical analysis of the program developed, stating the philosophical, psychological, and sociological principles underlying the change, and making a careful examination of the literature on citizenship work and character education in the elementary school published during the period 1900 to 1927 inclusive.
