As the title of this book suggests, the private sector of education represents more than family and individual choice; it is also subject to, and shaped by, public policy. The point is a good one to keep in mind at a time when the privatization of educational services has become a recurring theme in discussions of school reform. Public actions—political, judicial, and administrative—reach deeply into the life of private institutions. Sometimes it is nearly impossible to disentangle the public from the private when examining the forces shaping institutional policies. Even a policy insulating the private sector from public control is a public, collective decision, and indeed a form of regulation. To regulate in this fashion, to expand private choice and control in the nation’s educational institutions, says as much about the forms of public life we are willing to tolerate as it does about the private spheres we seek to...
