The Upton-Chassell Scale for Measuring the Importance of Habits of Good Citizenship, described in the TEACHERS COLLEGE RECORD for January, 1919, has attracted such wide attention throughout the country and has proved to be of such value in the Horace Mann School that a brief statement of its genesis and practical use may be valuable.
