In 1906 the United States Steel Corporation began to construct the world’s largest steel mill on the southern shore of Lake Michigan (at a site named after the chairman of its board, Judge Elbert H. Gary), and by October the town’s new school board had hired a young superintendent to develop a school system that would educate the children of the mill workers. Ronald Cohen’s book is the story of that extraordinary man, William A. Wirt; the exemplary school system he created in Gary, Indiana, during the next three decades; and the transformation of that system after his death in 1938. This is a story that addresses two fundamental issues in the history of American education: the rise and fall of educational progressivism and the emerging racial politics of schooling.
