Mr. Passow spent a year in England as an International Fellow of Kappa Delta Pi, examining and analyzing the English approach to secondary education for all. By so doing he hoped to throw light on some of the problems of secondary education in the United States. What he has written should be widely read on both sides of the Atlantic. It is, because of its solid and accurate factual content, its neat summaries of official reports and other statements, and the restraint and thoroughness with which Mr. Passow deals with current issues, a most adequate initial guide to a substantial sector of the English school system. Although, as his title suggests, Mr. Passow is mainly concerned with secondary education, he finds time and space to place it within its total setting and to indicate the main features of both primary and further education.
