For almost three decades, the International Bureau of Education has demonstrated the validity and feasibility of a worldwide clearing house of educational information. For its first four years (1925-29), the Bureau lived a hand-to-mouth existence on individual and corporate gifts until recognition of its general value and reorganization resulted in governmental grants. The Bureau's statutes, revised in 1929, declare that the "development of education is an essential factor in the establishment of peace and for the moral and material progress of humanity." Toward this end, the collection and exchange of educational data were seen as a means of encouraging countries to profit from each other's experiences. Maintaining a rather strict neutrality with regard to national, political, and religious questions, the Bureau has aimed at promoting international cooperation through comparative studies of significant aspects of public and private education.
