The Teaching of English in the Primary Grades of the Cleveland Public Schools

To create or arrange for the child such conditions as shall enable him to react upon his environment and, transforming it, appropriate it; and under the inspiration and instruction of the teacher to pursue an advancing ideal. Self-expression is obviously one of the essential activities of this process; its modes are various. The most universal of these is Language—the subject to be discussed.
