Personnel functions and procedures are considered here in· relation to individual development in our democratically oriented society. Our knowledge of the growth and maturing process in human life suggests that personnel services are likely to become progressively differentiated at successive maturity levels and that co-ordination within the program becomes an increasingly complex task.
