Schooling in New York City – From Accountability to Revitalization

New York City public education has received national attention over the last decades. With the new Mayor and change of administration, it is time to rethink the emphasis on accountability as the leading driver of school reform. The authors propose attending to five critical issues that will profoundly impact both the experiences of students and adults in schools, and potentially transform the vision and significance of public education.

    ROBERT LUBETSKY (Ed.D. New York University) is Associate Professor in the Department of Educational Leadership & Special Education at City College of New York. He has been an educator for more than 40 years, as a teacher, staff developer, principal and central office administrator. His current research focuses on the impact of race and class on students, teachers and schools; and the impact of school structure on the school community.

    WILLIAM STROUD was the founding Principal of two New York City public schools: Urban Peace Academy in East Harlem (1992) and the Baccalaureate School for Global Education in Astoria, Queens (2002), the top-ranked public high school in New York State and #21 in the United States (U.S. News and World Report, 2012). He began teaching at Bronx Regional High School in the South Bronx, New York City and was Program Director of the Encampment for Citizenship, a national youth leadership program. He worked as a designer and professional developer in comprehensive school reform and secondary literacy with the National Center on Education and the Economy, and was previously Executive Director for School Quality for the New York City Department of Education. William is now Assistant Director of the Consortium for Policy Research in Education at Teachers College-Columbia University and conducts leadership workshops for school and district administrators, teachers, and instructional coaches in Jordan, Palestine, Poland, Mexico, Chile, and in various school districts in the United States. He led a design team for a new demonstration elementary school, Teachers College Community School, which opened in 2011 in Harlem.
