    DICK CARPENTER is an associate professor of educational leadership, research, and foundations at the University of Colorado, Colorado Springs. He has published several studies on charter schools, the latest of which, in the Journal of Education Finance, examines efficiency in charter versus non-charter public schools. A forthcoming article in the International Journal of Educational Reform studies the competitive effects of charter schools on school districts in Colorado.
