This book contributes to a bulging international literature on the “marketization” of education. While private interests are hardly new in public schooling, governments around the globe are now encouraging various forms of privatization, typically to retro-fit public schools in the name of the knowledge-based economy. Stephen Ball catalogues the teeming variety of forms of privatization in English public schooling. The book’s empirical base consists of twenty-one interviews with various actors involved with these initiatives, supplemented by a peppering of newspaper clippings and internet postings. Ball details the emerging hybrids that are mixing elements of public bureaucracy and private enterprise. These innovations include the private management of local authorities, the entrenching of school choice principles, the proliferation of new academies (independent schools funded through public monies), all sorts of out-sourcing and for-profit contracts for education services, private finance initiatives (“PFIs”) and other partnerships between public schools and philanthropic entrepreneurs, corporations, and...
