Has Vision Been Lacking? An Explanation of Why No Federal Aid

WHY THE DELAY IN GETTING comprehensive Federal aid for education actually into operation? How is it that after a series of non-partisan studies over the years, all recommending Federal funds and leadership, no action is taken? Has the White House itself been the stumbling block? Is the New Deal, for all its social vision, unwilling to help the public schools in any permanent way? Is President Roosevelt opposed to the enactment of a Federal Education bill? Like many others, I have pondered questions like these a good deal recently.
