Chapter 10. Research on Accountability Processes in Teacher Education by Suzanne Wilson and Peter Youngs What this chapter promises Wilson and Youngs state that they will present findings on three processes designed to assure the quality of teachers: teacher testing, teacher licensure/certification, and program accreditation. They also provide a brief history and results of empirical studies about each process. What is found in this chapter Wilson and Youngs recount a history of teacher accountability processes that reflects decision-making and regulatory development that has been influenced largely by politics rather than guided by research: Teacher Testing. The practice of teacher testing was common by the 1840s. Original teacher tests were oral and focused mainly or exclusively on moral qualifications to teach. These tests were largely perceived to be biased in favor of family members or friends of the testers.
