Several months ago I went to a midwestern city to give a speech on how to think about and organize staff development at the local school level. While I was waiting to give my speech, the superintendent gave his opening remarks. He said that he had just read A Nation at Risk1 and wanted everyone to know that mediocre schools would not be tolerated. All principals, he said, would have copies of the report on their desks when they got back to their buildings. He ended his talk by charging everyone to raise expectations this year. The audience of principals and teachers sat silent. A month later I was introduced by a secondary school principal in an eastern suburb to discuss what we know about school improvement.
