Concerning the Index of Opportunity by William F. Russell - 1925In two studies published some time ago,1 the writer made use of a particular statistical procedure to derive what was termed an Index of Opportunity. The purpose was to find a measure of the fundamental financial ability of a community to go forward educationally, and to express this measure in one figure so that comparison from city to city might be made easy.
