It has often been noted that school policy in this country shifts with approximately the same frequency as do political administrations. Indeed, like those changing administrations, educational reforms arrive with raucous fanfare, trumpeting their promises of equality and rigor, only to slink away after seven or eight years into ignominious obscurity, replaced by yet another hopeful platform for reform. More often than not the lessons of one era are ignored by the next. The dozen or so reform documents of the 1970s, for example, received not even a bibliographical reference in any of their successors a decade later. Educational policy, it seems, is marked by weak memory and an inexorable drive toward forward motion. Gerald Grant’s study of a single beleaguered urban school attempts to reverse that ahistorical trend in educational reform.
