In little more than three decades, organized curriculum improvement programs of some kind have become almost a standard part of school systems throughout the country. But while the need for continuous study of educational programs is now widely accepted, at least at a verbal level, real instructional change has frequently failed to materialize. Saylor and Alexander have written a book to help individuals and groups remedy this condition. Many groups have struggled with curriculum improvement. At first organized curriculum revision was conceived in terms of new courses of study developed by central office experts with some committee assistance. When such paper changes failed to modify the learning experiences of youngsters, curriculum workers turned their attention to the process of change as well desirable ends.
