Economic Policies for Latin America: Some Basic Issues

Behind much of the present turmoil and unrest in many Latin American countries lies something which is, unfortunately, not subject to easy improvement—sheer economic weakness. It is rooted in Latin America's history and must be reckoned with in dealing with the current situation. Necessarily, it must color the plans for the future which Latin Americans entertain and which the great powers stand ready to support, each in its own way.
