The Community and the Individualization of Instruction

It is in the local community that the focus of a national concern for the full development of the individual child becomes meaningful; and it is in the school that knowledge of individual growth is either applied or disregarded. In large measure and for most communities, this full development of the individual depends upon community acceptance of an obligation to foster it, upon the willingness of the community to make necessary resources available for an educational program which seeks to meet individual needs, and upon the kind of criteria applied in the evaluation of the school program.
