International Impact of Evaluation

In the beginning, comparative educators confined themselves to the collection of descriptive data from one or more countries. In the next stage, they tried to interpret these data in terms of the social sciences. The third stage involved the simultaneous review or juxtaposition of several systems in order to develop a framework within which comparisons could be made. In the fourth and final stage, presumably, comparisons in terms of testing hypotheses are to be made, the criteria of comparability having been established by means of data obtained during be previous stages.
