Evaluation in Assessing the Progress of Education to Provide Bases of Public Understanding and Public Policy

The project described in this chapter, although it represents a milestone in education, is not the first, nor will it be the last, attempt to develop social indices that are useful in looking at our strengths, progress, and needs. Such indices serve as a basis for future planning and for coping with new situations as they arise. Education is only one area in which such indices have been sought.
