Democratic Values and Educational Goals

The theme of this chapter in the yearbook, the role of democratic values in the shaping of educational goals, subdivides itself into two major questions: What are the democratic values, and how are they to be construed in our time? and, How do democratic values shape the goals of education? A host of subquestions could be raised about such terms as "values" and "educational goals" and their relation to "democratic values." Surely no short essay can hope to discuss these topics with any pretense of completeness or adequacy. This chapter will, therefore, concentrate on the thesis that several and not always compatible concepts of democracy have shaped educational goals. It will be argued that if democratic values are to serve this function effectively today, they must be construed so as to be appropriate to a modern technologically dominated mass society.
