Cost-Effectiveness at Quarter Century

The purpose of this chapter is to explore some of the issues that have arisen over the last quarter of a century with respect to cost-effectiveness in educational evaluation. Cost-effectiveness analysis represents a policy-oriented dimension of evaluation in that it considers both the costs and educational merits of different alternatives in order to assist in selecting the one that has the lowest costs relative to results. Most evaluation techniques focus only on the effectiveness or process of implementation of alternatives without considering costs. Yet, decision makers are always faced with constrained resources. Cost-effectiveness analysis is designed to assist decision makers in obtaining the most favorable outcome for any given budget or other resource base.
