Minority Schools on Purpose

The focus of this paper is not upon de facto segregation and efforts to reduce or eliminate it, but upon the deliberate promotion by government of separate schooling for minority pupils in what is argued to be the interest of those pupils. There are many schools in large American cities attended exclusively by black or Latino pupils; they may or may not be a policy problem, depending upon state laws, the causes of the segregation, and judgments about its educational effects. It is quite another matter when a public school system sets out to create a school that is explicitly intended to serve a single racial or ethnic group and justifies this on policy grounds.
