From the White House to the Schoolhouse: Greater Demands and New Roles

This chapter analyzes the significance of the No Child Left Behind Act from both a historical and a governance perspective. The chapter briefly reviews the early and recent history of the federal role in education, as a context for understanding how the new legislation builds on past precedents and where it is breaking new ground. It also looks at the political dynamics that led to the enactment of the Bush education bill. It next describes in detail the provisions of the new law and discusses their significance. Finally, the chapter examines five broad themes that underlie the changes in the federal role and in state and local responsibilities.
