    LIA HOWARD is a Writing Fellow in the Critical Writing Program at the University of Pennsylvania. She received her PhD from Penn’s Political Science Department. Dr. Howard’s research interests lie at the intersection of U.S. public administration, federalism and political culture especially as they relate to U.S. public education. She is currently preparing her dissertation entitled: “The Great Equalizer?: A Five State Study of Compulsory School Attendance Age Policy and Administration” for publication.
