As the first decade of the twenty-first century draws to an end, the field of early childhood education finds itself central to discussions of educational reform. By ensuring children’s readiness for school and optimizing development in the early years, publicly funded preschool is viewed as key to reducing the growing achievement gap among children based on family income and ethnicity. As many states are creating mixed models of service delivery that combine Head Start, child care, and public school programs, the expansion of publicly funded preschool is catalyzing the development of a well-educated workforce to compete globally in the information age. Concerns about program quality and teacher preparation are more firmly part of the discourse now than in the 1990s when the emphasis was on expanding child care primarily to facilitate maternal employment and welfare reform.
