The Buckley Amendment to PL 93-380, which mandates full disclosure of educational records to parents, has had a far-reaching impact on educational practice. This "right to know" provision gathers increased strength in the subsequent legislation, PL 94-142, the Education for All Handicapped Children Act of 1975. This law requires that school districts actively seek parental participation in decisions affecting the education of their handicapped child. The provisions of these legislative acts guarantee the rights of handicapped children and their families by requiring explicit due-process procedures. It still devolves to the parents, however, to come to as full an understanding as possible of their child's handicap as they assume a more active role in educational planning. Educators and psychologists must now share with parents of handicapped children information that has most often been considered strictly within their professional domain.
