Jorea M. Marple draws upon her experiences as superintendent of a district in West Virginia to write An Insider’s Guide to Making School Systems Work. The book is organized into five chapters plus three fairly extensive appendices. Marple pulls three core components through the chapters that she believes form the foundation for effective operation of a school district: minimum organizational requirements, a management system, and an improvement process. Marple also uses the analogies of keeping the train on the track, laying new track, and keeping peace in the valley to characterize each of the three core components.             Chapter 1 outlines minimal organizational requirements for schools and districts, which Marple defines as the “personnel and programmatic structures needed to operate effective schools and school systems” (p. 7). She goes on to suggest a process that involves community and staff input for determining these requirements.
