Torney-Purta, Schwille, and Amadeo's edited collection of national case studies provides an interesting framework for discussing how nations use schools to exert influence on and determine the course of youths' civic development. This collection of case studies on national systems of civic education provides both culturally-contextualized ideological explanations as well as some summaries of intended curricula and civic education processes in countries participating in the International Association for the Evaluation of Educational Achievement's (IEA) Civic Education Project. This volume represents the first phase of a two-phase project, and, admittedly, focuses on the nation as the unit of analysis. The second more quantitative and survey phase is meant to reach the individual level. Torney-Purta, Schwille, and Amadeo (p. 16) argue that phase one, represented in this edited volume, was intended for several purposes of which the last, and perhaps most important, was “to initiate the national project representatives into ways of conceptualizing, understanding and measuring important facets of civic education nationally and internationally.” In other words, this first nation-level phase...
