To frame a law which, broadly conceived and containing the elements of organic development, would furnish a basis for the whole educational system of Germany—to modify with its aid the deep-rooted differences between the various states, to advance public instruction, and to provide an impetus productive of results in the development of German national and economic life and of science—what a tempting task for every statesman, for everyone interested in education, for every friend of the people! But the Reichsschulgesetz, the Federal School Law, is not concerned with this.

The political struggle over the schools reached its climax at the beginning of the year covered by this report: the Reichsschulgesetz which, according to the bill of the German National Minister of the Interior, von Keudell, would bring about the division of the elementary school according to denominations and Weltanschauungen, has been killed. Its first reading in the educational committee of the Reichstag was accomplished only by means of many compromises: but on some insoluble points differences arose between two government parties—the Center (Catholic People's party) and the German People's party.

The past year was one of hope but not of fulfillment, of much conflict but of few conclusive results. The Federal Constitution, so far as its educational provisions are concerned is proving a very-insecure foundation, since many of the articles are open to various interpretations. Even decisions of the highest courts are contradictory.

Germany is looking for a community that is conscious of itself and does not speak in a variety of languages that are not mutually understood; she is looking for a new generation that is trained more on the active and moral than on the intellectual side and that shows as a result more enthusiasm for self-education, responsibility, and spiritual enrichment than the old generation that accomplished little for an inspired life in an inspired people.

The development of stable policies has been prevented during 1925 by the uncertainties in the political relations abroad and the fluctuations in the political conditions at home. The vacillation in carrying out reform measures has been accompanied by an unrest that has been detrimental to the schools.

In the period of creative progress immediately following the revolution the educational authorities in Hamburg granted a number of voluntary groups complete "freedom from a prescribed course of study and defined aims of instruction." As long as the parents supported schools along these lines, nothing was to be done to limit the experiment.

The historian will record 1924 as an unfortunate year for German schools. The opening of the year was marked by the unexampled economic and spiritual distress consequent on the period of inflation; it closes under a political régime that is unfavorable to educational progress, that looks upon the school and the child as objects for strife and exploitation among different parties and interests, and that consequently menaces steady advance according to purely educational principles.

Activity school, work school, school of life, community school, creative school — these are catchwords round which are centered the ideas of educational reform in new Germany. All vital tendencies of the last twenty years — aesthetic, civic, and natural education, the pedagogy of moral, social, and personal development — all flow into the broad channel of the principle of activity.
