Noguera , Pedro New York UniversityE-Mail authorPEDRO NOGUERA is the Peter L. Agnew Professor of Education at New York University. His scholarship and research focuses on the ways in which schools are influenced by social and economic conditions in the urban environment. Dr. Noguera holds faculty appointments in the departments of Teaching and Learning, and Humanities and Social Sciences at the Steinhardt School of Culture, Education, and Development, as well as in the Department of Sociology at New York University. Dr. Noguera is also the executive director of the Metropolitan Center for Urban Education and the codirector of the Institute for the Study of Globalization and Education in Metropolitan Settings (IGEMS). Dr. Noguera is the author of City Schools and the American Dream (Teachers College Press, 2003), Unfinished Business: Closing the Achievement Gap in Our Nation’s Schools (Jossey-Bass, 2006), and The Trouble With Black Boys . . . and Other Reflections on Race, Equity and the Future of Public Education (Wiley, 2008). Roey Ahram, Edward Fergus & Pedro Noguera - 2011 Ahram, Fergus, and Noguera explore how the social construct of the “normal child” is racialized through the special education processes of referral and classification, and subsequently produces disproportional representation of minority students in special education. Their analysis suggests a convergence of two distinctly problematic processes: (1) the development of racialized assumptions of cultural deficit on the part of education professionals that result in erroneous conceptualizations of disability and (2) the subsequent labeling of students in special education through a pseudoscientific placement process. Pedro Noguera - 2004 Drawing on the experience of Oakland, California, this article explores the ways in which poverty and racial discrimination limit the effectiveness of local control as a mechanism for school accountability. It also examines the factors that constrain the ability of schools to be responsive to the needs of the communities that they serve. Pedro Noguera - 2010 The re-authorization of ESEA presents the Obama administration with the opportunity to address the flaws in the No Child Behind law and chart a new direction in federal policy. This is an opportunity that should not be wasted. NCLB needs more than minor tinkering or adjustments. A major overhaul is needed if greater improvements in our nation's schools are to be realized in the next few years. Ernest Morrell & Pedro Noguera - 2011 A substantial body of evidence reveals that past reforms have largely failed to improve schools in urban areas. The authors contend that prior efforts failed because they did not address the numerous ways that past research has shown poverty influences student academic outcomes and school performance (Coleman et al., 1966; Rothstein, 2004). The author’s call for a new approach to school improvement, one that draws upon the principles advocated by the Broader and Bolder Approach, and includes: evidence-based instruction, community engagement, and the strategies that have been pursued by the Harlem Children’s Zone, the Children’s Aid Society, and a small number of similar efforts that attempt to mitigate the effects of poverty. Pedro Noguera & Alexandra Freidus - 2017 Pedro Noguera - 2005 No Child Left Behind has succeeded in getting schools to focus more intently on the need to improve student achievement. By requiring schools and districts to report test scores and disaggregate the results by various recognized subgroups, the law has also succeeded in making districts accountable for the performance of their neediest students. However, for schools like the one I visited in Miami, with a long-term record of poor performance, at least as measured by standardized test scores, more than just pressure will be needed to help them to improve.
